Tekken 4 is unmatched in urban stages design (screw the jungle stage tho), I wish Tekken 7 could have a shibuya-like stage like T4. Shibuya was mind-blowing back then, Airport was that semi-infinite stage where you could still walls, the mall stage with the huge echo sound and the floor reflections was wack too. The mos important part about it were the stages, they were super good. What really makes it super good is the overall atmosphere of the game: every part of the game oozed of it. It was a different, slow paced experience but it really worked at what it set out to do. Tekken 4 pushed the envelope of what Tekken could be.
